Yes...required to fish a public lake....privately owned dock or privately owned boat....doesnt matter.....but there are a few exceptions for young children, free fishing day, etc.

In Tennessee, you're required to have a license to get a hook wet, regardless as to what the deed says on the property where you are. If you dug the hole, if you filled it with water, if you stocked it with fish from a private company that you bought with your own money, you have to have a license

I did not. You said "private waters do not require licenses". That's not true unless you're part of the landowner exemption stated. A private dock on a public waterway certainly does not qualify.

Farmland exemption applys to fishing private land as well as hunting.

TCA 70-2-204. Hunting and fishing on farmland — License exemption to the owner, tenants, and their spouses and children. – (a) The owners and tenants of farmlands, and their spouse and children, have the right to engage in the sport of hunting and fishing, subject to all the provisions of all laws or regulations concerning wildlife, upon such lands and waters thereon of which they or their spouses or parents are the bona fide owners or tenants with the permission of the landowner, during the season when it is lawful to do so, without procuring a hunting and sport fishing license.
