Campfires on shore

Is it legal to have a small campfire on shore below the high-water mark? Specifically this would be on the Stones River upstream of the Mona ramp.

If that area is part of the WMA, this is what is in 1660-01-14-.13:

(i) No warming, camping or any type fire shall be allowed except at designated camping
areas. Anyone causing a forest fire shall be held liable for the cost of suppression.
