I was talking to my friend on the phone, and he was telling me about this old rifle he has had forever in his safe but didn't know what it was. I've never seen anything like it. But I know you guys will know.

Old German 22 training/kids rifle. I have one just like it. Pull the bolt handle back and the top flips up to load a shell.
