Yes...if you can get oats through the dead thatch and have contact with the soil they will germinate. Sow them heavy just before a rain and as with any seed...increase your seed rates. And if needed you can go back a few weeks later and sow more oats or winter wheat to thicken the plot...as for the cultipacker...we hadnt tried it yet but we've thought about spraying and waiting for the kill to start then sow heavy and cultipack the dead thatch flat over the seed...seems like that would work good.

I'm using a forestry mower so my thatch will be as fine for faster decomposition.
Are you mowing / shredding wood or just weeds, grasses, etc
Decaying wood matter will be very acidic and should be incorporated into the soil if possible. Otherwise add some pelletized lime to help with that.
