Frog Gig: Hunting or Fishing?

Under which category does frog gigging fall? Would it be considered "angling" or "hunting"?

For example: In the eyes of the TWRA, could one legally gig frogs in a public park whose waters are open for fishing, but upon whose grounds prohibit hunting? This question presumes all other activity is legal, including methods, bag limits, and park opening/closing times.

The area in question is a "State Woodlands Area", but one that is patrolled by local law enforcement.

The taking of frogs is under the hunting regulations and is not part of the sport fishing regulations. It is found on page 17 of the Hunting Guide.

Since it is hunting rather than fishing, it does not appear it would be legal in that park.
