On Douglas the land is private even below the water in most areas. TVA has flood easement only. There are places where a landowner may own to the water's edge but someone else owns the property under the water and can deny the other landowner access to the water, such as building a dock and fishing. There is also a 14 acre impoundment that is part of the lake but there is no access from the main body of Douglas. All the confusion was done to assist the war effort during WW II.
