Early duck & goose on old hickory questions

This may be a stupid question, but I was reading the regulations on Old Hickory and noticed that it clearly states early goose hunting from a blind only in unit 2. However, it mentions nothing about early duck or either regarding unit 1. Does this mean that you can hunt from the bank or a boat during early goose and duck in unit 1? I was under the impression it was registered blinds year round.

Unit 1 a blind is not required during the early season. Just stay the proper distance from houses and don't shoot the cripples in someone's yard.

Should be blind only on either unit for OH.

This is what I am referring to. I should have posted it sooner. It seems like the way its worded anywhere away from houses is fair game, but I have never seen anyone do that and do not want to get in trouble.
