Adult license on Youth Hunt

I've looked quite a bit and haven't been able to find anything I could say is definitive.

I know that the youth 6-16 has to have the hunter's safety course card and a youth license if 13-16 unless they fall under landowner's.

What I can't find is what qualifications the adult is required to have. I see adult over 21 that can take control of the weapon and meets the orange requirement.

Is the adult required to have a license, or hunter's safety card, or both?

If anyone could point me to a TCA code, that would be great. Thanks.

Since it specifies accompanied by a nonhunting adult, the adult is not required to be licensed.

For the youth hunt they are not required.

If the youth has an apprentice license then the adult has to have Hunter Ed or be exempt.
