You would have to remove all Cedars within miles to be rid of it, which just isnt practical. The basidiospores can travel a long ways on the wind. Anyways, I put pics and such in the QDM forum on your post.
At my 1st home I fought a constant battle with my fruit trees to control rust and other fungus's.Most sprays with copper or sulfur will help. You must be on a spray schedule and stick to it.

Doesnt hurt as far as stopping production or killing the tree but does affect the overall health of the tree. And a healthy tree will grow faster and produce more heavily. Biggest issue is defoliation, stunting and misshaping of fruit. Not a big deal if you want apples for the deer or even for yourself but a huge deal if your in the business of selling apples. Cant sell a ugly apple.
