Colorado is tops for trophies, no other state is a close second. It'll take around 2-3 points to draw a trophy unit with a bow, up to 10-12 years for a rut rifle tag.
Trophies are found in units that take 0 points with a bow, but they are much harder to come by.
Wyoming has a ton of tags and getting one is easy. Trophy quality is low to medium.
If you're willing to shell out the bucks for a landowner tag, I'd lean toward Colorado. Landowner tags guarantee you access to their ranch, and will cost around $1000-2000 for well know units with a bow up to $5000 for well known gun rut dates.
Lesser tags can be bought for as little as $500.
