What would someone need to fish there in terms of licensing and or permits that does not have any license at all.
I'm assuming I am covered for everything with a sportsman's license?
Taking a buddy that has nothing.

If you have your sportsman's license, you are covered. If not, you need your hunt/fish combo or a daily, three day, or weekly license. And a Family fishing lake permit, daily (3 day, or annual) . There is usually a box with an honor box for you to pay lake permit. Put the money in it and drop it in the box, just make sure you keep the tear off on you while you are fishing.

Unless they have done some repairs since last year, if you are standing at the top of the ramp looking at the lake, stay to the right side when putting a boat in, there is a steep drop off on the left side that will cause your trailer to sit crooked and make loading/unloading difficult.
