If you are talking about a field or body of water totally enclosed by your property, the answer is yes. If you are talking about standing on your property and shooting over public waters, the anwer would be that a license is required.
You would need a federal waterfowl stamp signed in ink across the face (or the confirmation of an electronic stamp purchase).
