On the face of things no you are not but it's not that simple. No way of telling those that got drawn for tier 2 blinds did or did not already have licenses prior to the draw. And if you consider that there weren't that many tier 2 blinds, it further reduces the money gained. The big lick to the balance sheet was the the draw for tier 1 blinds but again there is no way, I guess, to know how many put in that didn't have a valid TN license.
Just a numbers game at that point then. 5 people hunting the same blind all season vs 100.
34 tier 2 blinds
5 hunters x 34 blinds =170 x 170 (cost of sportsman's)= $28,900
100 hunters x 34 blinds = 3400 x 170 = $578,000

I'll agree some of those hunters would already have a license BUT it's a given "more opportunity" brings in more money.

The amount of empty tier 2 and 3 sites is insane. And these teir 2 blinds are worse than private blinds on public land because they can't be hopped. If they want profit they could improve land access and habitat. That should help hold better numbers/increase overall harvest and increased license sales wouldn't be far behind.

Their blind designs are junk. Whether they ever back to whatever or take every blind in the state those metal monstrosities got to be fixed or removed.

What about the guy that was supposed to be in charge of the draw system, Mr. Fedderson. Did anyone notice that he didn't have an answer to 90% of the questions asked?! That goes to show its a smoke and mirror drama! We really need a DNR and relieve these clowns on their positions.
