Youth Hunt Question

I have a friend at work who has a 15 year old son who really wants to go hunting this weekend. I am taking my own son and daughter or I would take him. The dad says he can't afford to buy his license right now. My question is if we get his son his license does his dad really need his now since he actually won't be hunting. They will be hunting a WMA is that matters any.

It states no license needed for non-hunting adult.
