Haven't tried in the last 3 years, up to th at point we were getting cow tags pretty easily

Since the general tag can no longer be drawn 2nd choice in special, I guess that any left over elk tags are private land cow hunts or something similar that is restricted access with very little public land.
I only know of one area that used to have leftover cow tags that actually held elk on public land but it was hit or miss, with miss being exponentially more likely.

A friend of mine in Denver may have gotten us access to some private land to hunt elk.. Of course, we didnt find this out till after the draw was over
