I know nothing about props. But on my tracker I had to go to a 4 blade prop to get it up on plane quicker. After I added the whale tail it now runs perfect
 
I'm running a 10.25 16pitch on my 15' havoc with a 40hp. I plane with 3 adults and hunting gear or wife and kids and fishing gear.
 
Tough to say without knowing rpms at full throttle.

When you are wide open does it sound like the motor is struggling and you are just plowing along or does it sound like it's running wide open but never gets on plane?

I would say it's running wide open but never gets on plane.
 
Generally speaking a lower pitch will plane off quicker and a higher pitch gives you more top end. If you're wanting to plane off quicker the first thing I would do is try a whale tail.
 
I had an Express aluminum 18' with a Yamajammer 4 stroke 115hp once upon a time... I found the whale tail to be the ticket for all things wrong with it... it blasted up out of the water and the porpoising problem at speed went away.
 
Academy has a few IF there's an Academy out there in the flatland and cow pastures of west Tennessee
Are they like universal or do you have to get one specific for your motor?
I put one on for stretch years ago but I have never bought one.

Need to go up there anyway, I need a couple new / replacement reels.

They are normally "universal", one may be good for up to 40hp and the other 115hp. You can get ones you drill on or non drill type. If it were me I'd go for the no-drill attachment kind.
 
What JBell said. You need more bite.

Has it been this way since new? And prop was brand new? Any chance you spun\cracked the hub in your prop?

That's probably true but it should eventually get on plane with the right prop…. I'm not familiar with the whale tails mentioned above but some smart dudes recommended them so I'd give that a try as well… I used to call them manatee filleters when I saw them on small boats in FL.

Can you describe how the boat runs in a bit more detail? Does the bow raise up as you give it gas or does it plow the whole time? If you've got a buddy sitting further Fwd does it eventually plane off?

It gets closer when someone sits on the front deck
 
If I was going to guess… I'd try to get my hands on a 3 blade 10.25-10.5 inch prop with a pitch of 12,13 or 14. Perhaps someone on here has one they could let you try out to see if it's the right one before you buy.
