Just now saw on TWRA live elk cam on Hatfield Knob a bull elk still holding both sides. I don't know when they normally shed but this seems really late to me since their rut is in September.

I'm sure I'll still see one or two in early April that hasn't yet shed, but looks like most now have. Many held their antlers until the past week though.
Turkey hunters on place always report a buck or two still carrying antlers opening weekend.

Yes, but traditionally, turkey season has opened near 1st of April.
This year, it will be April 13.

I will not be shocked to see a buck still carrying mid-April,
but would be fewer than 1 in 100 by then, near 0 in 1000 by later April?
