I use a mixture of three parts water to one part Garlon 3A. And for every gallon of that mixture, I add 6 fluid ounces of Arsenal. So for every three quarts water and one quart of Garlon 3A, add 6 ounces of Arsenal.
Hacks around the tree should come close to overlapping, and into each hack should be squirted 1 ml of the mixture (a Windex spray bottle works great--I measured the one I use and a full squirt is 2 ml, so half a squirt in each hack).
