I can somewhat understand the fee to purchase a license online, but $3.00 to print at home? The $4.25 "internet processing fee includes the license and mailing. Is the $3.00 fee in lieu of the $4.25 or in addition to it? Maybe I'm reading it wrong.

It is my understanding it is in lieu of the other. It is a processing fee for handling the credit card charges.
