Does camera man need a hunting license?

My cousin would like to go with me hunting but he would not hunt only shoot the camera( video hunt). I am really don't no which license or if any is needed. Any and all info greatful.

He does not need a license to film, but cannot assist in your hunt in any way, such as calling, carrying equipment, etc.
