Yep. I built a road into property that I bought when Obama's EPA thugs were into declaring anything with moisture a wetland. I figured some tree hugger would drive down the county road and report me when I was building the entry road. The first 75 yards of my road took 600 tons of chert to firm up the swamp

I've known some pretty big "private" lakes where this has been an issue. Been that way for years.
