Yep. I built a road into property that I bought when Obama's EPA thugs were into declaring anything with moisture a wetland. I figured some tree hugger would drive down the county road and report me when I was building the entry road. The first 75 yards of my road took 600 tons of chert to firm up the swamp ;)

I've known some pretty big "private" lakes where this has been an issue. Been that way for years.
