Antlerless male on velvet hunt?

Was checking the Hunters Toolbox and it shows 2 antlerless males killed on the velvet hunt. How is this possible?
 
So, on the velvet hunt, it doesn't matter if a buck has at least 1 antler 3 inches or longer? I haven't hunted it so I never really read all the regs. Just curious.
 
I'm pretty sure it has to be longer than 3 inches thats the purpose of the hunt to kill a velvet buck
For sure, to be legal, but most hunters can't see the difference between 2.5" and 3.25" at 50 yards. My explanation above could have happened if the hunter misjudged a spike then checked it in as it really was, rather than being deceitful and lying on the check in progress, My bet is a mistake at check-in time. 2 mistakes out of 500 deer is pretty good record for TN hunters.
