Another smokeless question

I have researched my question but cant find an answer so i thought i would bring it to the brain trust.
What make a gun a smokeless muzzleloader? I know it is converting a rifle caliber by installing a breach plug and
using smokeless power in a barrel strong enough to handle the pressures. However can the same gun use regular muzzleloading propellent?
My thought is having one gun that you can use in states that allow smokeless and the same gun being able to be used in those that do not allow it.

Ooooh, yuck! Ain't no way I am going to use black powder or BP substitute in my smokeless. I will buy a Wolf to hunt BP only areas. I like the smokeless because of no cruddy messy cussing clean up.
Ditto, most of us still have dedicated BP muzzleloaders for States that require it (e.g. Colorado).
