I know that you are getting bombarded with questions about this, but I have another multi-part question:

The proclamation says that an elk of either sex can be taken, but does it have to be taken in such a fashion as to count towards a hunter's deer bag limit?
-Does a bull elk count towards the statewide 2 buck limit?
-Does a cow harvest count towards a doe limit?
-Does a buck or bull harvest on one day affect being able to take the other on the same day?

Thank you in advance

It does not affect your deer limits.

However, you must be a legal deer hunter(License, blaze orange, deer limit) in order to take an elk. Thus, if you are in a county that is buck only and you take your daily or season limit, you can't continue to take an elk.
