Unit L Public Land Antlerless Limits

I'm sure this has been asked before, but Is there a reason why much or most of the public land in Unit L has the same antlerless limit as private land? I know that in some other states (like MS) the limits are more conservative for public ground since the deer are obviously hunted more than on the private land. So is there some reason that most of the Unit L public land would not benefit from more conservative limits than the 3 a day antlerless kill limit?
