Unit B- Doe with a rifle

Am I reading correctly that any county located in Unit B can legally take "1" doe per year during the Nov 19- Jan 8 rifle hunt?

That is correct. Antlerless deer hunting during the G/M/A season does require a type 94 permit for ALL ages. That permit is covered in the resident annual sportsman or lifetime sportsman license.
