trapping question

I read that in tn for a steel trap to be set in the open such as a dirt hole set it has to be a cussion hold trap ( offset jaws). But is a offset jaw trap legal to use outside of a burrow or hole? Or does it have to be a rubber jawed offset trap? Thanks

For that type of set, it has to be a rubber-jawed, cushioned trap.
