whats the difference? one you are moving with it and one you are not?? Im sure there will be no issues enforcing that law

Maybe I'm an idoit. But I didnt think there was a difference? Just different terms for the same thing.

I've been along a with a guy that pulled a fan out constantly while walking and using it to look out in roads with. To me it was the cringiest thing I've ever been a part of lol. I'm sure it works , it also points out an obvious intelligence glitch in a turkey , and to me thats a little unfair . But im sure on occasion it has its place .
