Savage shooting to high

My savage muzzleloader is shooting 4 inches high at 100 yards. The scope is maxed out low. Can I shim it and if so which end of the scope do I need to shim?
 
Like mr. Big said, you'll have to raise the front if its shooting high. Strip or 2 cut out of a coke can should do it. May want to lap ur rings cause shimming it will throw them out of wack a little. The burris signature zee rings have inserts that would let you do this with out lapping.
You can also get inserts for the signature zee rings that will let u slant the scope for the elevation u need without shimming.
 
Or get lower rings and mounts. I would also make sure the front mount is on it right setting in the grooves of the barrel nut and on top of the ridges assume it extends over it.
