Not sure if this makes sense but my brother wanted to know if for one of his choices can he hunt in a party and for the second choice, same WMA, can he apply singularly?

CV is correct, it is one or the other. If he applies in a party, the party will be assigned the priority points of the member with the least points. That is something to consider if he is not aware.
It is also a Class B misdemeanor violation to enter the quota drawings with more than one application.
