Prentice Cooper Quota 400

Looking at the regs it appears archery deer hunting is open at Prentice Cooper this weekend, for quota 400? What does the quota 400 mean? From the regs:

Deer (Archery) - One hunt: Sept. 16-18. Hunter quota 400. Two deer, no more than one antlered (bonus deer).

Excuse my ignorance but does this mean it is not a hunt open to the public?

It's a Hunt you have to get drawn for. You cannot just go and hunt. There is a hunt right after this hunt that is a no quota hunt that you can just go hunt there. Quota hunts are hunts you have to apply for to get drawn to hunt that particular area at that time.
Look at the regulations and you will see right after this 3 day hunt there is a No Quota hunt you don't have to be drawn for. And yes, to answer your last question, this hunt is not open to the public unless you were drawn for the hunt
