i would just check as close to planting time as possible. has the field been limed? artificially boosted ph levels in fields will leach out faster than un-limed fields. also you should know that it will take several months for the lime to take into affect, truck lime will work faster than pelletized lime, and im told that evolved habitat has a liquid product (gain) which will work immediately.
i tried this on an alfalfa plot and it boosted the ph about half as much as it said it would, but it did work immediately.
 
You can check year-round but if your wanting to do spring plots than you should be putting lime down ASAP as it usually takes 5-6 months to break down and be absorbed.

YES,. a time other than when the soil is frozen hard as a rock or is clay soil in a dry year and its like a brick.

Other than that,. anytime is fine. BUT,. usually 4 to 6 months before a planting is good.
