Permanent stands on WMA

I found a pretty promising looking spot to hunt on Cheatham WMA but I also found a stand there that looks to be permanent. It has at least 6 locks and a few chains holding it to the tree with the steps being locked with chains as well. Is this legal? I don't want to show up and get into a pissing match with some redneck who think he owns the spot.

It is illegal unless the person has permission from the Area Manager to leave it.

However, even with permission, it DOES NOT reserve the spot.
