Muzzle Loader Transfer

Can you sell a muzzle loader (Inline Rifle) across state lines without using an FFL transfer - and same question with ammunition components such as primers, powder, projectiles?

Sorry, that isn't a TWRA issue. You need to check in with the ATF on this one.
