Ok so I was watching earlier and have seen two different boats with this on the deck.

Flogger. It is for seeing down into the water. We used to build them as kids to use in the river to see stuff on the bottom. They are basically using it to sight fish in clear deep water.

We used to make ours out of red solo cups and or buckets. The ones marketed to fishermen are $114 on Tackle Warehouse!!
