Migratory Bird Permit ?

This spring when I purchased my 001 base license from the TWRA app I tried to add the migratory bird permit, but the system kept placing the annual sportsman's into my cart, I figured the system for whatever reason didn't like what I was doing. So I stopped at WallMart to buy my license and again I could not get the MBP without buying the $165.00 hunting license. Is this really true? I'm not even a good enough shot to make my limit, and now I would need to spend that much just to hunt dove.... please say it's no so.

Since you bought your regular hunt/fish license first, you need a type 006 migratory bird permit. The type 007 migratory bird permit is only for sportsman's license holders and I'd bet this is what is causing the issue.
