So with sportsman license, that covers for the $25 Federal Duck Stamp,
I've been getting a duck stamp every year to hunt geese, but have the sportsman.

The duck stamp is Federal. This only is the state migratory bird permit.

No the federal is not covered with the sportsman license.

The migratory bird certificate is actually a federal program to inventory hunters and estimate hunting pressure on all migratory gamebirds, not just waterfowl. It's run through the states though. The feds also select a subsample of respondents for dove wing surveys, duck wing surveys, and woodcock hunting logs.
