Lower Hatchie turkey hunt

I looked on tn.gov and it said Lower Hatchie was a non-quota hunt open to state wide season. I called the # for it and was told that it was a draw hunt???

Can someone please clear this up and let me know if it is draw or non-quota. I sure don't want to get in trouble and this is very confusing.

I think it is a National Wildlife Refuge, not a TWRA WMA.

First Hunt (Youth Hunt):
March 21-22, 2015
One bearded turkey. Counts as a bonus
turkey.
Second Hunt: April 2-5, 2015
One bearded turkey. Counts as a bonus
turkey.
Third Hunt: April 9-12, 2015
One bearded turkey. Counts as a bonus
turkey.
Fourth Hunt: April 16-19, 2015
One bearded turkey. Counts as a bonus
turkey.
Turkey Hunts - Quota Permit
A Quota Permit is required to hunt
turkeys on the refuge. See Quota Hunt
Application Procedures. Permits will be
limited to 25 per turkey hunt. Successful
applicants are eligible for only one hunt.
