I did wheat last year and it did good. Also put some oats down but never seen them come up. This was right after logging operation. Didn't do anything other than throw down and fertilize.

I generally don't use ryegrass ever, but it has a very fibrous root system that's great for holding a road together when erosion control is the top priority over forage- on steep parts for example. It's not bad to break up compaction with those roots either.
 
I planted an old road bed in wheat this year and it looks great. I cut about 5 trees back in the spring to allow some sunlight to get in.
