License question

Trying to determine what all a friend of mine needs to go on a quota hunt with me. The question is regarding the Type 094 license. I thought this would be required but then I read this description below on the TWRA site and now I'm not sure due to the non-quota and no quota hunt wording. Thoughts?

The Type 94 permit is not required for a QUOTA hunt. He paid the quota fee in the application process, or it was covered by his Sportsman's License.
