Does a youth or anyone with a lifetime license need a LBL use permit ?

Thank you, I figured everyone had to have it but wasnt 100% if lifetime holders were excluded.

The LBL permit is a separate permit and is not covered by the Type 94 or any of the Sportsman's Licenses.

Please check their website on the ages it is needed.
