She does not need any LICENSE until she turns 13. The Apprentice license covers her HS requirements for one year from date of purchase. It requires that she has an adult who meets the HS requirements with her at all times where the adult can take immediate control of the hunting weapon.
If she hunts later during the regular G/M/A season, she WILL NEED a Type 94 PERMIT to take antlerless deer during that season. That permit is not needed for the Young Sportsman hunt. She would also need the Type 94 if she is hunting on a WMA nonquota hunt.
