If a juvenile draws a quota hunt I know a adult 18 years or older has to be with them my question is does the adult have to have any type of license?

The age for the adult on the statewide hunts is 21 and not 18, and would assume the same for a juvenile quota hunt.
I can't find anything in the HG that answers your question. Call the Regional office that covers the WMA where the hunt is being held to get their answer on the license part.
