If an area is labeled as no tree stands can a tree saddle be used? My thoughts are that it is not a tree stand if you are not using the platform but my view would not matter if it is still classified as a tree stand. Does anyone know what TWRA thoughts are on the use of a tree saddle?

Idk, my first thought is yes it is considered a stand because you would still possibly cause damage to the tree with the steps. Again, just my .02 nothing worth much, one day it may be worth more than the American dollar though.
