The best way to do it is to cover crop with rye grain/oats/cold season annuals, then kill with gly, then push the standing dead cover crop over and no-till your plants in that dead thatch.
If you must till, cover with 5 layers of newspaper, then a mulch of dead leaves and grass clippings. Just till it all under the next spring.
Every time you till, you dredge up more weed seeds out of the seedbank.
