Ive got two questions, 1st: if im just fishing, not for any specific kind of fish, do i have to have a trout stamp? 2nd: Does the one day fishing all- species type 023 license include trout?

If you are fishing waters that are stocked with trout and using baits or lures normally fished for trout, you need a trout license.

The Type 023 One-Day All Fish license does include trout.

A trout license is not needed for just "any" water in Region IV. But, if the officer makes the determination that you are fishing for trout, then you will be asked to show a trout license.
