What are the regulations if any on high fences for hunting deer native to the property?

I don't think anything has changed since I left, but, he needs to check with his regional office to make sure of that.
If no changes, the high fences are basically considered to be security fences around the property. Any deer that are inside the fence remain property of the state. He must abide by all seasons and regulations, and he cannot stock any deer on the property.
