SCN, thanks for the response to my other question about the new anterless reg. It brought another question to mind.
Since the TWRA (like other law enforcement agencies) uses "enforcement guidelines" for issuing citations, could the TWRA decide that the enforcement policy for this reg will be "issue a citation if the antler length is greater than 3 inches"? I'm not advocating that, and don't know if it would even be a good idea; I just wonder if the TWRA could do that.
p.s. I paused to think about that before posting and actually can see some problems with it, but I still wonder if that or something similar COULD be done, not SHOULD be done.
