Depredation Permit Questions

Can you please clarify a few of the depredation rules? Ol' Google isn't a tremendous help tonight.

1) Are killed deer allowed to be consumed, or must they be left to die?
2) If consumption is allowed, must the consuming party be specifically listed on a depredation permit?
